Capt. Anand T. V.

With a distinguished seagoing career exceeding 22 years, Capt. Anand has developed extensive expertise in offshore vessel operations, rig move coordination, marine inspections, marine project management, and regulatory compliance. His professional experience spans commanding Dynamic Positioning (DP) Platform Supply Vessels (PSV), Anchor Handling Tug Supply Vessels (AHTS), Multipurpose Support Vessels, and Well Stimulation Vessels, supporting offshore exploration, production, and subsea construction operations.

In his role with World Cardinal Maritime Limited, Capt. Anand provides high-level technical advisory and operational guidance to support offshore marine activities, vessel mobilization, and project execution. He plays a key role in evaluating vessel readiness, conducting marine inspections, ensuring compliance with international maritime regulations, and advising on safe and efficient offshore marine operations.

Prior to joining World Cardinal Maritime Limited, Capt. Anand served as Master on several offshore vessels, including DP-equipped Platform Supply Vessels and specialized offshore support vessels operating under major charterers in the offshore energy sector. He was responsible for the safe navigation and operational management of offshore vessels engaged in rig support, cargo supply operations, towing operations, and offshore project logistics.

He also brings valuable marine consultancy and inspection experience, having worked with international maritime consultancy organizations where he conducted technical inspections of offshore vessels, barges, and new-build vessels, ensuring compliance with statutory requirements and client charter specifications prior to mobilization.

Earlier in his career, he served as Offshore Marine Representative / Client Representative for Maersk Oil Qatar (now North Oil Company) in the Al-Shaheen Field. He represented the client's interests onboard offshore vessels, supervising marine operations, coordinating rig moves, conducting safety inspections, and ensuring adherence to company procedures and offshore safety standards. As part of the Project Management Team (PMT), he contributed to several offshore construction and subsea installation projects, including dive support operations, cable laying activities, and heavy-lift marine recovery operations.

Throughout his career, Capt. Anand has demonstrated strong competence in marine risk management, offshore safety assurance, vessel inspections, project coordination, and operational leadership — with active roles in hazard identification (HAZID), hazard and risk assessment (HIRA), SIMOPS management, permit-to-work systems, and offshore safety compliance.
